The Village of Somerset contracts with Bowmar Appraisal to perform the valuation of all real and commercial property within the village. In Wisconsin, property assessments are periodically updated to reflect current market conditions, ensuring fair distribution of property taxes. Assessment procedures are governed by Chapter 70 of the Wisconsin Statutes and the Wisconsin Property Assessment Manual.

Open Book

Property owners are invited to review and discuss the assessed value of their property during Open Book. This is an opportunity to meet with the assessor—either in person or by phone—to talk through how your property value was determined.

Each Open Book session typically lasts about 15 minutes. To make the most of your meeting, please bring relevant information such as:

  • A recent property appraisal
  • Evidence supporting your opinion of value
  • Details of any recent comparable property sales

During the session, the assessor will review their sales analysis and explain how your property’s new value was established.

Board of Review

The Board of Review follows the Open Book process and functions similarly to a court hearing. The Board evaluates all evidence presented and makes determinations based solely on factual information. If you believe your property has been incorrectly or unfairly assessed, you—or your authorized representative—must provide clear, factual evidence to support your claim. By state law, the assessor’s valuation is presumed correct unless proven otherwise. Property owners should attend Open Book before requesting an appointment for the Board of Review.
